Belgium Rent Assistance 2026: Who Qualifies in Flanders?

Low-income tenants in Flanders may qualify for financial help with their rent through the Flemish government. However, eligibility depends on more than income. The reason you moved, the condition of your previous home, your new rent and your household situation can all affect whether you qualify.

In 2026, there are two main schemes: the Flemish rent subsidy (huursubsidie) and the Flemish rent premium (huurpremie). They have different eligibility rules.

1. Who Can Receive the Flemish Rent Subsidy?

You may qualify for the rent subsidy if you have a low income and meet one of these conditions:

  •  You moved into a rented home after being homeless.
  •  You moved from an officially unsuitable or uninhabitable property into a compliant private rental home.
  •  You left a home that was overcrowded to a legally recognised level that created health or safety risks.
  •  You moved from an unsuitable rental home to an accessible property because you are at least 65 years old or have a serious disability.
  • You moved into a qualifying home rented through a social housing company.

The rules are specific. Simply moving because your previous rent was too expensive or your home was small does not automatically qualify you. In cases involving an unsuitable property, official findings and technical inspection records may be required.

2. Income Limits for Rent Assistance in 2026

For applications in 2026, the maximum annual household income for the Flemish rent subsidy is:

  • 31,361 euros for a single person without dependants.
  • 33,988 euros for a single person with a recognised disability.
  • 47,039 euros for other household situations, plus 2,629 euros for each dependant.

The authorities generally assess income using the latest available tax assessment, which can relate to income from up to three years before the application. Certain income is excluded or treated differently under the rules.

Meeting the income limit does not guarantee approval. You must also meet the other conditions for the scheme.

3. Maximum Rent Allowed in 2026

The rent for your new home must not exceed the applicable limit. The authorities consider the basic rent stated in the contract, excluding separately listed costs such as electricity, gas and common-area maintenance.

The standard maximum monthly rents in 2026 are:

  • Independent home, such as a house or apartment: 762.28 euros.
  • Independent home in designated municipalities: 838.51 euros.
  • Room: 609.83 euros.
  • Room in designated municipalities: 670.81 euros.

The permitted rent increases by 20% for each recognised dependant, up to a maximum increase of 50%. An applicant with a recognised disability may also count as a dependant under these rules.

4. What Conditions Must the New Home Meet?

Your new home must be in the Flemish Region, and you must be officially registered at that address.

The property must meet applicable housing-quality and fire-safety requirements. It cannot have serious safety or health defects, and it must not be legally overcrowded.

Applicants aged 65 or older, or those with a serious disability, generally need a home suited to their physical needs. A medical certificate may be relevant in certain cases where the applicant has no mobility problems.

5. Help for People Who Were Homeless

People who were homeless may qualify for the rent subsidy if they received the relevant increased living allowance or an installation allowance from their local Public Centre for Social Welfare, known as the OCMW or CPAS.

The assistance must be connected to the home for which the subsidy is requested, subject to the detailed rules.

Do not assume that refugees or people leaving an asylum reception centre automatically qualify. They must meet the applicable requirements and provide any requested documents.

There is also no general rule stating that moving house twice automatically removes eligibility. However, the conditions must be met for the relevant application, and changes of address can affect a claim.

6. What Is the Flemish Rent Premium?

The rent premium is a separate scheme for low-income tenants who have rented a qualifying private home as their main residence and have been continuously registered on the social housing waiting list for at least four years.

For applications in 2026, the income limits are:

  • 31,361 euros for a single person without dependants.
  • 33,988 euros for a single person with a disability.
  • 47,039 euros for other household situations, plus 2,629 euros per dependant.

The same basic maximum-rent figures listed above apply, subject to household circumstances and the municipality.

The maximum monthly premium in 2026 is 188.10 euros, with an additional 31.35 euros per dependant, up to the fourth dependant. In designated municipalities, the maximum is 206.91 euros, plus 34.48 euros per dependant, up to the fourth dependant. The amount actually paid depends on income, household size and location.

You cannot receive the Flemish rent subsidy and rent premium at the same time. If you qualify for both, the rent premium takes priority under the official rules.

7. How to Apply?

Check your eligibility and application instructions through the official Flemish government website. You may need your rental contract, income information, proof of household circumstances and, depending on your situation, documents from the OCMW or an official housing inspection.

Important: These schemes apply to Flanders. Brussels and Wallonia have different housing assistance rules, so residents of those regions should check their own regional government websites.
